It's neither true nor false. I would say, when a fighter gets knocked down and he falls forward, face-first, it usually indicates the fighter is very hurt and is less likely to get up before the referee's 10-count. That said, many fighters who have been knocked onto their backside have been knocked out cold. There is no one answer that fits all knockdowns.

A good boxing punch does not push or throw an opponent. Instead, it's highly localized to the striking area and concussive. Thus, the shock from the punch damages the region struck (head, organs, etc.). If you work on a hanging heavy bag, a proper punch will dent and thud without causing the bag to swing much. On the otherhand, beginners working earnestly on the heavy bag make the thing swing all over the place because they end up pushing. So the quote is half true. A master's punch (to the head) will KO a person. But someone who pushes most or all of their punches can hardly be called a good boxer.

I think you'll find it's a little more like, a very good fighter can time a fighter coming in and catch him hard at that point, thus increasing the power of the blow.
