I believe both. The swap didn't involve the Corning Bypass, but rather NY 417. The multiplex with US 15 was removed and NY 417 was rerouted along Hamilton St. which, ironically, was previously designated as Steuben CR 417. Ironically? Hadn't CR 417 been NY 417 once before (multiplexed with US 15)?
